- Electronic Tolling Overview
No, the toll cameras are narrowly focused on the front and rear bumper sections of the vehicle and used for license plate identification only. Although multiple images of each vehicle are collected from each crossing, the images do not capture any portion of the passenger cabin. Identification of the driver is not relevant to tolled travel. The vehicle’s registered owner is ultimately responsible for any toll charges incurred, so it’s important to keep your contact information up-to-date with the Department of Motor Vehicles.
Yes, the SNJB’s electronic tolling area incorporates three overlapping systems designed to identify individual vehicles based on weight and axle count in conjunction with the multi-angle camera images. All lanes, including the shoulder, are visible to the cameras.
All SNJB transactions are recorded by the video capture system for verification. If you have a valid E-ZPass with available funds and the vehicle is listed properly on the account, you will only be billed for your trip at the current E-ZPass rate, and the image is discarded.
It can take up to 48 hours for SNJB transactions to post to your E-ZPass account.
Yes, but peak rates apply only to multi-axle vehicles. Peak hours are weekdays, 5:30 AM – 9:00 AM and 2:30 – 7:00 PM. All other weekday hours, weekends (Saturdays and Sundays) and designated holidays are considered off-peak. Holidays identified as off-peak are New Year’s Day, Memorial Day, July 4th/Independence Day, Labor Day, Thanksgiving and Christmas.
Two-axle vehicles are not subject to peak/off-peak travel rates.
- Military Driver Information
All toll invoices and account notices are mailed to the registered owner at the address where the vehicle was registered at the time of travel. For assistance with invoices related to a different home of record or deployed service member, please contact our Customer Care Team by phone (toll-free 855.690.7652) or e-mail ([email protected]). We honor the Service members Civil Relief Act (SCRA), and will work with members of the military to resolve any tolling issues.
No, our E-ZPass discount is the lowest toll rate and available to everyone. However, the Department of Defense offers a mass transit benefit program for military commuters designed to help reduce traffic congestion and air pollution. As of January 2014, DON members are eligible for transit benefits up to $130 per month. - Disabled Vehicles
If your vehicle breaks down while traveling the SNJB, please move it to the shoulder, contact our office to file a report and make arrangements for prompt removal and/or emergency service. We are committed to maintaining a safe and reliable route across the Elizabeth River for all drivers at all times.
NOTICE: Any unattended vehicle/equipment that impedes traffic flow or facility access is subject to immediate removal, including transportation and storage fees, at the owner’s expense. Any vehicle left unattended on SNJB property must be removed within eight (8) hours from identification and is subject to removal and storage fees at the owner’s expense. If not claimed within fifteen (15) days, abandoned vehicles may be disposed at the discretion of SNJB.
- Toll Billing and Payments
When a vehicle travels the bridge without a valid E-ZPass, an account is created for the license plate and populated with billing information provided by the Department of Motor Vehicles in the state where the vehicle is registered. After 30 days, all posted transactions are invoiced at the Pay by Plate toll rate to the registered owner by mail. Full payment of the account balance must be received by the due date on the invoice to avoid penalty fee(s).
If payment is not received by the invoice due date, a $25.00 administrative fee is added to the account balance and a second invoice is mailed. After 60 days, an additional statement is sent for all outstanding charges. If 90 days should elapse without payment, the account is assessed a $25.00 administrative fee plus a $50.00 penalty and transferred to our Collections team. Additionally, a DMV registration hold and related penalty fee is applied to eligible accounts at that time.
No cash, no problem! All vehicles are welcomed on the new South Norfolk Jordan Bridge. E-ZPass offers the lowest travel fees, and drivers without an E-ZPass account may opt to pay their toll charges via the GoToll or Slora mobile apps or BestPass program (processing fees may apply). All others will receive a bill for travel fees approximately 30 days after crossing. Travel fees for Pay by Plate customers are $5.45 for passenger vehicles and $9.25 – $12.95 for multi-axle vehicles, and drivers have 30 days to remit payment for invoiced travel. There is no penalty for traveling without an E-ZPass account, it simply costs more to cover associated DMV look-up, invoicing and related administrative expenses.
In most cases, Department of Motor Vehicles database services are utilized to identify vehicle registration information based on the license plate number used to cross the bridge. The invoices are mailed via the United States Postal Service to the registered owner of the vehicle using the address provided by these services. It is each driver’s responsibility to ensure vehicle registration data is accurate and up-to-date to facilitate timely invoicing.
Special notice to drivers of leased vehicles and members of the military: Toll invoices may be sent to the leasing company or home of record address if that is the address provided by the database service.
Toll transactions incurred by someone other than the registered owner are eligible for dispute within 60 days from receipt of the first invoice if they meet either of the following criteria:
1) the vehicle was sold, but retained the original license plates, and the registered owner can provide a copy of the dated bill of sale and new owner information (name and mailing address) to reassign toll liability
2) the vehicle or license plate(s) used to travel the SNJB were stolen, and the vehicle’s registered owner can provide a certified police report

The Jordan Bridge is a private toll facility that was built and operates without any public monies. Paying your invoice promptly and in full helps to keep our tolls as low as possible and avoids incurring additional administrative fees, collections efforts and possible legal action, civil penalties and the suspension of vehicle registration privileges.
If your E-ZPass account doesn’t have funds available to cover the travel fee at the time of crossing or the vehicle is not properly listed on the account, the transaction will be denied by E-ZPass for payment. As a result, you will receive an invoice for your tolled travel at the Pay by Plate rate. Invoiced tolls are not eligible to be deducted from an E-ZPass account balance and must be paid directly to the toll facility.
If your license plate(s) has a DMV registration hold due to unpaid SNJB tolls, payments plans are available to assist in resolving your balance due and are not interest-bearing. However, full payment of all outstanding charges must be received for the hold to be released. Credit or debit card payments offer the fastest resolution (3-5 business days). Cash and money orders are accepted, but extend the processing period due to required mail transfers. Note: SNJB is one of several entities capable of placing a vehicle registration hold, so please check with the DMV for specific hold information pertaining to your vehicle(s).

- SNJB Facts and Features
At 169 feet above the water, the South Norfolk Jordan Bridge (SNJB) is the highest bridge in the Hampton Roads region and offers sweeping views of the area and its landmarks.
It features an ADA-compliant, 8-foot wide walkway to facilitate pedestrian traffic. The walkway is only open during daylight hours and features a 5% grade which is beneficial for endurance and strength training. The award-winning path offers a direct link to Chesapeake’s Colonial Trail system and a future connection to Paradise Creek Nature Park in Portsmouth.
The open-road electronic video collection system utilized by SNJB is the first of its kind in both the Hampton Roads market and entire Commonwealth of Virginia. Modern, open-road electronic tolling minimizes congestion and pollution by eliminating the need to stop at a toll booth and allowing vehicles to maintain travel speeds through the toll collection area. E-ZPass accounts are debited electronically for tolls incurred, and vehicles traveling without a valid E-ZPass are invoiced by mail for their travel fees.
