Position Summary
The Facilities Manager is responsible for the day-to-day operations and maintenance and long-term upkeep of one or more bridge projects. The Manager oversees roadway operations and maintenance, capital projects, and vendor management to ensure safe, reliable, and compliant infrastructure operations.
General Duties
Roadway Operations
Roadway Operations include activities associated with traffic incident management including service patrol, toll system maintenance, emergency response and debris removal and sweeping.
- Manages traffic and conducts monitoring via live and remote camera observation.
- Responds routinely to incidents and provides Driver Safety/Service patrols.
- Responds to major events or incidents with Emergency Medical Technician (EMT) services and law enforcement.
- Supports toll system contractor(s) in toll system maintenance and provides on-site response. Functional and technical knowledge of the toll system maintenance program is a plus. Ability to work with toll system contractor remotely in the event of immediate system maintenance and repairs.
- Supports the operation and maintenance of facility cameras.
- Provides technical support for roadway lighting and Digital Message Boards as needed.
- Cleans roadways and removes debris.
- Coordinates snow and ice control as well as severe weather monitoring and support.
- Coordinates routine maintenance activities, including Backup Power Generation Systems, Weather Station, Traffic Cameras, and Tolling equipment.
- Coordinates heavy load and hauling permits.
- Procures and manages bridge operators.
- Operates and maintains the electrical and mechanical components of the bascule.
- Assists in developing and implementing a Transportation Asset Management Plan.
Roadway Maintenance
- Traffic control devices, and graffiti removal.
Bridge Inspection and Maintenance
- Bridge Inspection and Maintenance include the inspection activities performed on the bridge as specified in the National Bridge Inspection Standards (NBIS) and subsequent maintenance requirements as identified during these inspections.
Key Responsibilities:
- Oversee roadway operations including traffic monitoring, incident response, service patrols, toll system support, debris removal, and snow and ice control.
- Coordinate emergency response efforts with EMTs, law enforcement, and contractors.
- Manage routine and preventive roadway and bridge maintenance (lighting, signage, pavement, drainage, landscaping, traffic devices, bascule systems, and ancillary equipment).
- Coordinates National Bridge Inspection Standards (NBIS) inspections and manages follow-up maintenance and repairs.
Capital Maintenance and Rehabilitation
- Manages capital maintenance, rehabilitation and asset replacement forecasting.
Other Responsibilities
Routinely provides added support in the following areas, including:
- Works closely with General Manager to identify and implement cost saving initiatives.
- Identifies outsourcing needs, issues RFPs, evaluates bids, and manages vendors and contractors.
- Prepares budgets, and forecasts reports and audits; maintains required engineering and infrastructure documentation.
- Supports toll system operations, transponder adoption initiatives, and overall system performance metrics.
- Collaborate with the General Manager on cost-saving initiatives and operational improvements.
- Participates in community events and represents the organization as needed.
- Performs other duties as assigned.
Operations and Maintenance Scope Includes:
Incident response, traffic monitoring, roadway cleaning, snow and ice control, pavement and concrete repairs, electrical and lighting maintenance, signage and pavement markings, drainage and landscaping maintenance, bridge inspection activities, navigation lighting, barrier and railing maintenance, and toll system maintenance.
The Facility Manager is responsible for ensuring that all operational tasks are completed through a combination of self-performance and utilization of expert third party providers. These tasks include:

Education & Experience
- Bachelor’s Degree preferred; equivalent experience considered.
- Minimum 5 years of experience in facilities management, engineering, or infrastructure maintenance.
- DOT or municipal experience preferred.
- Relevant safety and technical certifications preferred (traffic control, aerial lifts, confined space, snow and ice control, etc.)
- Proficient in Microsoft Office and maintenance or CRM systems.

Physical Requirements
- Ability to sit or stand for extended periods; walk, lift up to 50 lbs., and perform work both in office tasks and field environments.
- Able to travel locally for meetings/events and site work.

- The salary starts at $100,000 and will be commensurate with experience.
